23 Dec 2015 the Ministry of Education and Science of the Russian Federation (Ministry of education) announced the start of annual all-Russian open competition for scholarships of the President of the Russian Federation to receive education in the best foreign higher education institutions in the 2016/17 academic year.
What is scholarship and what are the goals of the scholarship program?
Scholarship of the President of the Russian Federation was established in 1993, and since then, more than 2 thousand Russian students and graduate students have received education or passed scientific training at prestigious foreign universities at the expense of funds allocated from the Federal budget of Russia.
The stated objectives of the scholarship program are:
1. the preservation and development of intellectual potential of Russia;
2. to support the training of talented Russian students and postgraduate students in the leading universities of the world;
3. training of highly qualified personnel in priority for the country's development directions;
4. the integration of the Russian system of education into the global space of science and education.
Who can participate in the competition for scholarships?
The competition is open to citizens of the Russian Federation, enrolled full-time at undergraduate, specialist, graduate and postgraduate programs of the budget departments of the state universities in Russia (with the exception of those completing training in 2016). Preference in the allocation of scholarships will be given to undergraduate and graduate students who have shown themselves in the fundamental or applied Sciences, in culture or art.
The scholarship amount and timing of study
The size of each scholarship is limited to the amount of 24 thousand U.S. dollars, and funding is entirely from the Federal budget. The scholarship covers the cost of tuition, accommodation, travel to the location of the foreign University and back, medical insurance, paying for local transport. The funds are transferred directly to the Ministry of education in the host foreign University.
Recommended duration – not more than one academic year and at least one semester.
How to apply?
Applications for participation in the all-Russian open competition only serves institutions of higher education, where learning applicants for the scholarship. To this end, the Federal Interobrazovanie announced the opening of "offices" in which representatives of the University may electronically submit applications and required documents applicants for a scholarship from your institution. Applicants for the scholarship directly to apply can't.
Date deadline in 2016 – 23 Mar 2016 to 18 hours.
The selection Committee of the Ministry of education will announce the list of students who received scholarship of the President of the Russian Federation, until 1 June 2016. Information will be published on the website of the Ministry.
What documents do I need to provide to participate in the competition?
For participation in competition applicants must submit the following documents, certified by the sending institution:
1. A letter of recommendation from the sending institution that contains a brief description of the scientific and artistic activities of the applicant, signed by the head of the institution.
2. Justification of study abroad, indicating the education program, name of University and country of its location.
3. The statement of the applicant for participation in the competition, approved by the head of the requesting institution.
4. Russian recommendations (at least two) and foreign scientists (subject to availability) in Russian.
5. Information about the applicant.
6. Photos size 3x4 (2 PCs)
7. An extract from transcripts of statements for the entire period of study for students and a certificate of the results of candidate examinations/intermediate certification for graduate students.
8. Certificate of foreign languages Department of the sending University on the degree of foreign language proficiency.
9. Medical certificate about state of health.
10. Letter of the foreign University, confirming the agreement of training the fellow indicating the anticipated starting date.
11. Bank details of the foreign institution to transfer funds.
12. Cost estimates for the stay of the scholar abroadby the host University.
13. A list of publications.
What to do after graduation in a foreign University?
After graduating from a foreign University scholar for 1 month must submit to the Department of state policy in the sphere of higher education Ministry of education the following documents:
1. a report about obtained education in a foreign educational institution and the achievement of learning outcomes, approved by the head guide of a Russian University;
2. the estimate, prepared by a foreign University, the disbursement of the allocated training funds.
