A Russian academic degrees can be likened a PhD?

The agreement on mutual recognition of degrees between Russia and great Britain have not yet signed (as of March 2017).

PhD degree in the UK can be obtained in 3-4 years of research work, while post-graduate degree in Russia is often possible to get for 2 years. However, if we compare the educational level of the two countries, the British degree of Doctor of philosophy (PhD) should be likened to the Russian degree of Candidate of Sciences, because both the degree followed by the equivalent degrees of the Master in Russia and Masters in the UK and are acquired through the study and defense of a thesis.

The degree of Doctor of science, following the degree of Doctor of philosophy (PhD) in the UK is not awarded for focused work to a degree, but is recognition of the scientist to the world of science in fact published works, the citation of these works, as well as other scientific and academic activities.
